IEEPA REFUND STATUS

Following the Supreme Court ruling invalidating IEEPA tariffs, CBP is developing an automated, electronic refund process, with a potential launch by April 20, 2026. Importers must actively submit claims via the ACE portal; it is not automatic. The system includes a 4-part module (CAPE) with components currently in development and testing stages.

Key IEEPA Refund Status Details:

  • System Development (CAPE): CBP is building the “Consolidated Administration and Processing of Entries” (CAPE) module within the Automated Commercial Environment (ACE) to process claims.

  • Action Required: Refunds will not be automatic. Importers must proactively file claims and ensure they are enrolled in the Automated Clearinghouse (ACH) system for electronic disbursement.

  • Progress Tracking: As of late March 2026, the claim portal was reported to be 73% complete, and the mass processing component at 45%, with the agency targeting late April for full functionality.

  • Stay Updated: Importers should monitor ACE portal updates for when the formal, streamlined submission process opens.

Recommendation:
Importers should verify their entry data, ensure proper registration in ACE for electronic payments, and prepare to file for refunds as soon as the portal is active.
